A CIA operative that has worked closely with Felix Leiter and acts as Bond's contact when he seeks to take on the Spangled Mob in the Americas. However Cape is a shady individual and (SPOILERS) actually has criminal ties. He acts as a double agent working with the Spangled Mob but seeks to use bond as a means to help himself usurp control of the Spangled Mob for his own group.
